Is there a way of stopping the clock in my computer?

And when you put external power (or battery power in the case of a
laptop) the clock will start again anyway.
 
no, but you can turn off the display, just right click the clock in the task
bar and choose properties you will find a tab marked show clock, just uncheck
it.

The short answer is no, stopping the clock fully will not allow the PC to
boot as the timing signals that the clock produce control all of your
hardware, hard drive controller etc, and the CPU needs this signal as well
to be able to operate as there it needs to be able to tell when to write
stuff and when to read, as well as how long a command takes to run. If you
look up programming you will find that certain commands require 1 clock
cycle and some more.

Also Windows requires a clock to be able to tell when to update and to do
other stuff and other software relies on the clock.

Remove the motherboard's CMOS battery and unplug the computer from any
external power sources. Of course, doing this also stops the computer....
