Computer automatically cuts on

My surge strip is off, when I switch it on the computer turns on automatically.
When there is a power outage and power returns, my computer turns on
automatically.

I have tested it with two surge strips.

My second computer in the other room does not behave this way.

Here are my settings under setup:
suspend mode S3
AC recovery off
low power mode disabled
auto power on disabled
remote wake up off
fast boot on

Statement , question or what ?
 
i will check on the UPS setting.

i don't want the computer to come on after a power outage or as i'm
switching the surge protector on.

This is a motherboard issue.
Have you tried updating the BIOS?
