compressing a picture file

I have scaned a picture in to a png file, the file size is 14.2 mb. my
problem is that i need to send this file to a competition and the maximum
file size they will accept is 200kb and it has to be a png file with at least
300dpi. Is there any way of doing this.

The DPI can be set when you scan the picture.

Do they specify a required pixel size for the
image? 640x480, 800x600, etc.?

..png is an unusual requirement... are you positive
that they will not accept a .jpg image file?

They do not specify a pixel size, but they will accecpt a .jpg file. I have
now managed to put the picture on to a .jpg file and it is 1.9mb, will I be
able to get it down to 200kb?

Download and install the following free
powertoy and you can easily resize the
..jpg image and make the file smaller:

ImageResizer.exe
http://tinyurl.com/36n

Then you can open any folder that contains
images and you will have an option to resize.
Just right click the selected image files and
choose Resize Pictures from the menu. You
can select one image or a whole group.

The program will place the resized copies in
the folder with your originals.
(Tip: *Never* overwrite your originals)

You might have overdone it!

If you're allowed 200KB, try to get near that size, as it will
significantly improve the resolution and quality of your picture
compared to 34KB.
