Composing in plain text only?

Hello,

I'm having an issue with Outlook 2002 and I'm hoping
someone can help me out. Currently under Options -> Mail
Format I have "Compose in this message format" set to Plain
Text, and under the Internet Format section I have "When
sending Outlook Rich Text messages to Internet recipients,
use this format:" set to Convert to Plain Text Format.

I can compose a new message and it will be in plain text,
and if I reply to a message that was in plain text the
reply will be in plain text as well. However, if I receive
an HTML e-mail from someone, Outlook sets the message up
with HTML formatting and I have to go turn that off. The
message shows up in plain text after that, but I'd like to
not have to do this every time. Is there a setting
somewhere I'm missing?

No, Outlook will always reply in the same message format.
