completely deleting url's

first, what is a url? second when i go to my web cleanup in my anti-virus, i push to clean. sometimes all my url's are deleted, other times some will be and some won't. where do they go and how can i fully delete all url's?
 
URL = Uniform Resource Locator. A URL is analogous to an address for a
website. As for your anti-virus, you don't mention which anti-virus
software you are using so it's difficult to address that question. If you
are using Internet Explorer, you can clean up your cookies and temporary
internet files there. Go to Tools, Internet Options, General tab. You will
see the option to clean up your hard drive there. Deleted cookies and
temporary internet files do not go into the Recycle Bin when you delete
them. They just go away.
