I have Visa home premium.

The best way in my opinion is with an imaging application. BootitNG is an
excellent shareware one that also includes partition and boot management all
in one application. You can create a set of bootable dvds that you can use
to completely restore your system from a catastrophic crash. The backup
application in Vista only backs up certain types of files.

Complete PC Backup is only available in Business and Ultimate Editions. You
would need a 3rd party solution such as Acronis True Image Home to make a
complete image of your hard drive.

I was surprised to learn that Vista Home and Home Premium does not support
the complete PC backup and restore function. How we call a software as OS
and it even unable to backup and restore itself?

If Vista Home or Home Premium having problem by any reason then users has to
reinstall Vista and all related applications and patches? !@#$%

Is there a software company in the right mind would treat customers in this
way?

No operating system I know of to date has ever offered this ability. Use
BootitNG.

Forget the worry. Just get Acronis True Image 10. It works and I have used
it to restore my Vista setup already.

As it was mentioned above you need to use a third party software. I
use Paragon Drive Backup 8.5 to avoid data loss. I have dual boot
system with XP on the first partition and Vista on the second one.
Restore works great if I restore each partition separately or the
whole HDD at once. It is possible to try how Paragon Drive Backup 8.5
works for free:

Now I'm waiting for Paragon Hard Disk Manager 8.5 release. I'm using
their products for 3 years and absolutely pleased with it.
