Compatability of Media Center Version of Windows XP

I just wanted to know if any computer using the Microsoft
Windows XP Media Center version can watch TV on the
computer from other countries (Europe, Asia, etc..).
Usually there is some type of converter needed, so I'm
wondering if this is built into the software (to replace
products like the Avermedia external TV turner devices).

Thoughts?
