Here you go:
Create a default "blank" presentation with your own defaults

Basically, there are two parts to saving a default template. 1) save it as
Blank.POT and 2) put it in the right place.
So...File | Save As, choose Templates from the "save as type" dropdown, and
name the file Blank. Choosing the Template folder takes you to the right
place.
