Compact framework SDK

I used VS.NET 2003 Professional to develop an emulator (using ConnectionManagerServer). This runs on my developement machine but not on a machine which does not have VS.NET 2003. It is looking for files like Emulator.exe etc... which are part of Compact framework SDK. What should I do?
 
Running the emulator stand-alone isn't a supported scenario.
