Sounds like a program or driver that loads at startup is
causing this. Boot up in SAFE mode by tap-tap-tapping the
F8 key after the BIOS messages and before the Windows logo
comes up. Windows will look funny but if it comes up, you
have a clue. Use MSCONFIG to turn off auto-start programs
(Start, Run, type MSCONFIG, go to the Startup tab and
uncheck everything, hit Apply, then OK and restart). If
Windows appears to come back normally, use MSCONFIG again
to turn on ONE item at a time, re-booting after each.
Eventually you may locate the source of the problem. Good

if yu have an ati card this is a known issue with the ati cards

to fix go to display proerties by right clicking on the desktop itself (no icons just the background
select properties, or go to control panel--->display,

then select the settings ta

click the advanced butto

look for the adapter tab and click i

select from the drop down menu a refresh rate that you monitor supports. safest is 60 Hz. do not leave it at adapter default or optimal. select a single refresh rate that the monitor supports at the resolution you are running a

i.e. if you are at 1024 x 768 x 32 bit color in settings typically for decent newer 17" and above sized monitors you'd select 85 H

just read through the monitors supported refresh rates @ resolutions and pick the max it will handle at your current resolution for best visuals and lower eye strain
