Common format for title placeholder

The slide title shown on the slide and in the layout
window to the left is typed into a placeholder frame.
How can I format this placeholder and make the format
common for all slides in the presentation?

Go to View/Master/Slide Master and then, if you don't have a Title
Master available, use Insert/New Title Master. Then you can format the
placeholder(s) on the Title Master.
 
Make your formatting changes on the master slide. To get to the master
slide, go to View --> Master --> Slide Master.
