Not without possibly some outside help, ie VBA programming.
Without going to extreme lengths, it might not be possible even then.
It's not too hard to "close up" the numbering to eliminate blanks, but PPT
still appears to keep a "high water mark" record. That is, if the last comment
you entered was 42, the next one will be 43, even if you delete all the earlier
ones first.
To make it jollier, comments are a property of individual slides but the
comment counter seems to be tied to the presentation. In other words, if
you're up to 42 then move to a new slide and insert a comment, it'll be 43.
