Safe mode is still running Windows. You can't format a
partition which the OS is running on (fortunately).

I would wonder why it's all corrupted and resolve that
problem before reinstalling windows. Perhaps you already
know why, but if not, it might be good to run some tests
like a memory test, CPU stress (like Prime95), HDD
manufacturer's utility disc.

If you boot the Windows CD (or OEM CD for an OEM factory
configured box), you should be able to clear the partition
or (same thing) overwrite it with the new OEM factory
partition image.

I'm not sure if thats posible if your windows is installed on C:
Instead of that, boot sistem from windows xp cd and enter recovery console

when you are in console type: format /?
that will display the help options

Firstly, how did it get corrupted? If the drive is on the way out, then
there is no point as your data will corrupt again, but otherwise, boot to a
DOS prompt, not safe mode windows and type:

Format C:\ /q

The 'C:' is the drive letter and the '\q' means quick - it only takes a few
seconds as opposed to 5 minutes!
