Is there a setting in AD that allows you to expand the
command prompt to full screen with a policy? Or can it be
done some other way?

Don't know about AD but you can just replace the shortcut(s) (.lnk)
files with ones configured for Full Screen via COPY/XCOPY or I guess
you could try to edit them. 1 byte diff. (Windowed vs Full Screen)
