I have recently purchased a meter for measuring blood sugar which has and has
the facility to use comm ports 1 to 8
Comm port 2 is allocaed to my modem
Due to initial installation problems I have used all available ports shown
in the meter's software and each time I try to access any of those ports I am
informed that it is being used by another application
How can I trace the comm prorts that are being used by other programs (I
suspect that they are all being used by the blood testing meter anyway) and
either delete the comm ports setting or change the settings to make it
available for use by the said meter.

Go into Device Manager, Ports, COM and LPT. You will see the ports listed.

If you had installation problems, fully remove the meter's software, reboot,
delete any left-behind folders from the meter software, delete the extra
ports, reboot again, and reinstall properly.

If the meter uses a USB connector and a USB to Serial driver, ensure that
there is only one instance.

Otherwise, more details are needed.

I have done as yuou suggest and deleted the comm port, but I cannot find any
others to delete.
How may I find a list of all comm ports and either delete them or amend the
settings
I beleive that due to the problems with the hardware all thye comm ports
have been allocated to it
Is it safe to delete the settings registry in for these comm ports and if so
will that free up the comm port for use

Some items cannot/should not be connected to the computer during
installation until told to do so.
Try this:
Remove the USB cable. Delete the driver. Reboot. Now, reinstall the driver.
After the driver is installed
insert the USB cable.
