ComboBox tool unavailable on toolbox in design mode

I am working on a Access application to track nurse educational
requirements. I am using a number of combo boxes in the app. All of a
sudden when I open my form in design mode, the combo box and navigation
buttons tools are greyed out.

All my apps on this machine behave this way.

I have tried the suggestions from similar posts on this site( uninstall,
Install full, and running the following code from the start menu ->
regsvr32.exe "C:\Program Files\Common Files\Microsoft Shared\DAO\dao360.dll"

I have also tried to restore the defaults on the form’s tool bar properties.

I have not had this problem on other machines with Access installed from the
same disc (before and after this problem occurred)

Any Ideas????
 
Obviously you have been working on this issue for a while. I'm not familiar
with the "navigation buttons tools" you mentioned. What are they? Do you
have the same issue when you open the db while holding down a <SHIFT> key?

Second Question first. I experience no difference holding down the shift
key whiloe opening the database

I have never used the Record Navigation Buttons Tool. Access Help metions
them with the other controls on the tool bar I fact I don't recall seeing
them prior to this week. They appear to add a set of navigation buttons to
your form. I assume like th ones you can add one at a time with the cammand
button wizard.

Every form has Navigation Buttons available on the Format tab of the
properties sheet for the Form. You simply set that property to YES and the
Nav Buttons should appear at the bottom of the Form. That leaves the
question: besides the ComboBox tool, what else is dimmed and not available on
the toolbar? Does the ToolTip show up that tells you what tool that is? Do
you have the same issue if you start a NEW db and turn OFF Tools>Options...
General Tab>Name AutoCorrect and then create a blank form and try to put a
ComboBox on it with the wizard?
