Combining clustered and stacked column charts

I am trying to plot a set of cost data. I am looking at
planned cost versus actual cost (clustered) for several
projects. Both the actual and the planned costs are made
of several different types of costs that need to be noted
on the chart (stacked column). Is there a way of
combining the two chart types? (What I am envisioning is
a cluster for each project, where one column is planned
cost and the other is actual cost; and each column is in
itself a stacked column.)

Does anyone have another idea of how to plot this?

If you stagger your data, you can create side-by-side stacked columns.
