combine user and maschine policy?

I have 2 servers and a AD Server
For example: Every user who login to server 1 has no search button exept from one user. The special user has the search button and some other things are different to the "server1-policy"

The user should have different policys for different servers and (at the same time) the different users login to one server should no have the same policys
=> For every combination of usergroup and server, there should be an own policy

How can I do that

Filter the Scope of Group Policy According to Security Group Membership.
The way to take is to filter out who the policy should applies to. You can
do that by change the security permissions of an Group Policy object.
