COM Port Problem Serial Ballpoint

We have a scale indicator attached to COM 1 on a pc. It has continuous feed
on it so data is constantly streaming. XP somethings thinks it is a
Microsoft Serial Ball point mouse. I've disabled it and things are fine,
but I want to know is there a way to turn off Plug and Play just on the COM
Port? Or to prevent XP from thinking this is a Serial Mouse? I don't want
to have to wait for each customer to run into this before they we can disable
the Microsoft Serial Ballpoint mouse. I'd like to just give them a registry
fix or something that they can run before this happens.

Do you know if there is a registry change that could also take care of this
problem? I think it would be easier if our customer base added a registry
tweak from a *.reg file as oppose to editing the boot.ini.

Boot.ini is a text file in the root.
