Hi Colin,
The problem is as we can't see your system and the Peripherals you have
installed on your system to tell you the exact answer, but assuming this:
If you have a mouse installed on COM1 or COM3 you can't use the same IRQ4
for other Devices in the same time.
The same with COM2 & COM4 if you have a USB Devices like Modem or Printer
installed/using the IRQ3 another Device can't use this IRQ3 you will have
conflict.
If you Right Click * My Computer * and select properties from the drop down
list then click on Hardware Tab (assuming you are using XP) then on Device
Manager, you will see Exclamation Mark for the devices which have conflict or
the Driver properly not installed for it.
