What you have to do is boot from your the Windows XP installation
CD. If the manufacturer of your computer didn't provide you with
an XP disc or they gave you a "Recovery" disk (meaning one that
wipes out everything on your hard drive) then this won't work.
If you've got an installation CD, try this first. Put the disk in
your CD drive and restart the computer. When it restarts you may
see a message "Press any key to boot from CD". Go ahead and do
that. You can then use the Recovery Console route to get started
uninstalling SP2.
If you don't see the message about booting from the CD then
you're going to have to get into the PC's setup program and
change the order of your boot devices. You might want to check
the documentation that came with your computer on how this is
done. If you don't have access to this information then you can
create boot floppies by downloading the appropriate file from
Micrososft here:

If you don't have a floppy drive on your PC, then your going to
have to change the BIOS settings and boot directly from the CD.
If you're able to boot from the CD then follow the Recovery
Console instructions detailed here:

If you still can't get things fixed through the recovery console
then you may want to try a repair installation. Take a look here
