Color to black and white printer job move

I have beaten on the users and they still do not get it. Most of them use the
color laserjet as their only printer even though the black and white laser is
right next to it. I am using up black toner like crazy. Is their a program I
can install on the printer server that controls both printers to checks jobs
and if there is no color force it over to the black and white? Since the
printers are the HP4500 and the HP4600, I do not think that formating issues
will be a problem.
Short of that is there a way to error the print job as being a no color job?
 
I assume there is no programmer on staff. In this case, the first thing to
do would be to tell all users that the B&W printer will be set as the
default printer. Assuming that rather gentile hint doesn't work, Unplug the
color laser printer. At least you will find the guilty parties. There are
some third party printing management utilities that spool output, and
release it upon approval. These are usually used in a "pay per page"
environment.

To answer your question more directly-- Not without developing some sort of
printing utility.
(I've not seen such a critter, but that doesn't mean that such a thing isn't
out there.)
