How can I set a rule in 2003 Outlook to change the color of an email from a particular sender when it hits my inbox?

Highlight the Inbox and from the Tools menu select "Organize" you should
then see a link for Using Colors

I have a problem that this used to work but now it doesnt,
no changes to the machine as the user lacks admin rights.
I have removed and reinstalled office and recreated the
windows&outlook profile still it doesnt work. If I log in
as another user on the same box it works???? Does anyone
know where this setting is kept, I believe its a registry
setting.

thx

This is a per-view setting, so it's specific to the data store. If you log
on to a different mailbox or use a different PST file, you won't have the
same views.

You can check the settings under View | Arrange By | Current View |
Customize Current View | Automatic Formatting.
