Does anyone know what determines the colors that appear below the separator
line?

Ahhh, yeah. This is kinda confusing, so bear with me.

The 16 graph colors below the separator are determined as follows:

Swatches 1-4 come from the *last* 4 swatches in your slide color scheme
(that would be swatches 5-8 in the color scheme--specified for fills and
various accents.)

Swatches 5-6 come from color scheme swatches 3 and 4 (the ones for Shadows
and Title Text).

Swatches 7-8 are always the same, as far as I can tell. Kind of a steel blue
and lavendar...

The bottom row is also always the same -- red, yellow, green, cyan, blue,
magenta, teal (?) and blue again.

I think that these 8 and the last two swatches of the 1st row are hardcoded
into PPT.

The colors above the separator line come from the color scheme.
The colors below are simply the last 8 colors you (or whoever's last edited the
presentation) have used.
