color on the monitor

when starting my computer the colors on the monitor are
great but when windows loads the colors are all mixed up.
 
This can be 2 things.
1. Video Card is going bad.
OR
2. Monitor is going bad.

Are there shadows behind icons or windows that your open when windows is
running? If so the video card is going bad. If you color is like pinkish
then your monitor is going bad.
