Does it still happen when you use another mouse?

No problem, John. Sometimes USB connected mice need adjustments in their
power management settings. However, that isn't the case here since you're
using a PS/2 connection. Those are pretty rock solid.

One thing, I would be very cautious about plugging and unplugging a PS/2
mouse into a powered PC. While there are safety measures built in to the
mouse and the port, it is possible to short the PS/2 port and render it
useless.

Some of the USB> PS/2 adapters are not very good. Connections can be loose.
I once got a bad adapter - it did not fit deeply into the ps/2 port and the
usb portion was wobbly. I've had good luck with the ones that Microsoft
packs with their mice and hang on to them even after the mouse dies. I
think replacements are pretty common at the local computer stores. If not
available in your area, you could probably drum one up from an online store
or sweet talk a friend or neighbor out of a spare?

It may be a damaged or broken wire in the mouse cord too. Removing the
mouse and plugging it in again may be just enough jostling around that the
damaged wire ends are temporarily making contact.
