Code 39 error on USB Ports

I am trying to use my USB ports for a USB to serial adapter. It isn't working.

When I go to device manager, it shows the yellow traingle with a code 39
error. I have tried reloading the drivers but that does not solve the
problem.

Any ideas>?

Code 39 is "Driver load unsuccessful" (CM_PROB_DRIVER_FAILED_LOAD)
Try to find out, why.
