CODE 19 in Windows XP

For some reason my CD Roms have quit working. I have
checked the propertities and they read Registry error
(Code 19) I have tried to remove the devices and reinstall
them, to no avail.
I had this problem once before and was directed to remove
a value from the registry and all things worked. I cannot
remember the line to remove.
Can anyone help?

Run the provided registry patch

That should fix your problem (basically, a filter driver is missing or
non-operational, the registry patch will delete the filter drivers
references for your cdrom(s))
