I want make cmd.exe capable of displaying ANSI color,
the reason/requirement comes from using Term::AnsiColor module which cannot
display color in command window

I don't believe that is possible. You need to run COMMAND.COM to install
the ansi.sys. Plenty instructions available at www.google.com + NT ANSI
