CMD command doesnt work

Hi

When I issue any command in Start > Run - commands such as cmd or ping or
any other command. It gives me message that file is in use by another
program. Even when i press CTRL + ALt + Delete and click on Task List. Task
List window does not appear.

Can any one please help!!

First make sure the computer is completely virus/malware-free since
these symptoms usually indicate infection.
