hi everyone this may be a dumb question but do i need to buy a license for
2003 enterprise server for each machine i want to use in the cluster? Also
can they be different configurations (different ram CPU etc)?

Yes, you need a separate license for each node in the cluster.

Yes, you can get away with using different servers configurations, but it is
not advised and may not be supported. If you want a supported cluster, you
should review the following article which describes just how much memory and
processor difference your cluster nodes can have and still maintain support:
