Closeing Down problems!

Hi when i go to close down pc etc..i get to the page where it says saveing settings etc, but then a box comes up saying that 'other users are looged onto pc and shutting down windows will make them lose data etc' Am i being hacked????? as this problem only just started and also it doesnt always come up!!!

"Other users" could be the Local Service or Network Service accounts. These
accounts are used by XP services and some of your programs. While it's
possible that you're being hacked, it's more likely that you have a program
or driver that is not ending gracefully. Close your programs. Wait a few
seconds. Then try shutdown. If you continue to have problems, check out
