How can I do this??

Stop the service ;)
start -> settings -> Control panel -> administraive tools -> services

look out for a "finger" service , double klick it, klick "stop"

are you sure a finger service is running?

Usually not. Are you _sure_ there is a finger server running?

ok, so it seems, that there is no finger sever running. If so, there is
no need to close the port, because there is nothing "behind" it.
why did you want to close the port?

Use Add and Remove programs/Windows components and then remove simple tcp/ip
