Am I imagining it, or has Vista introduced a bug that wasn't present in
previous versions of Windows?

When asked to configure the clock during post-setup setup, setting the
time zone causes Vista to alter the time by the amount of the TZ change.
Since the clock is invariably set to local time already, this immediately
puts it out by the TZ difference. Previous versions of Windows don't do
this.

Another minor annoyance is that post-setup setup doesn't inherit the
regional settings that have been selected during setup. It asks for the
locale a second time.

Of couse you should bug it by whatever mechanisms you have. I'd imagine
they may pay closer attention to an MVP. Sometimes they process bugs
efficiently and many times they don't.

If you do a search you'll see some posts from Colin Barnhorst and others who
are tracking the clock problems in Vista with a lot more diligence than I am
and you can get a feel for the bugs that I think Colin remarked very
recently still exist. If I remember correctly, Colin finds some clock bugs
in both Beta 2 and 5456.5. Theoretically, MSFT announced that with the
interim build 5456.5 the system clock will not be changed when setting the
time zone.

I remember this post from Colin on July 5: "At least, according the the
release notes. I think I just saw it happen in spite of that."

As an MVP, I suppose you have access not only to MVP newsgroups, but any
build of anything MSFT throws out, any feedback mechanism and maybe a
hotline to the often disconnected tin ears at Redmond Vista.

3. Use Change Time Zone and Change Date and Time to set the
correct date and time.
