Clock tooltip hidden by task bar

In Win98, when I would hover over the clock display in the
system tray, a little tooltip with the day, date, and time
would be displayed. In WinXP this only seems to work if
the toolbar is set to NOT always be "on top". If I set the
toolbar to always be on top, then the tool tip is hidden
behind the toolbar.

How can I get tool tips to "always be on top", even when
the toolbar is "always on top"??
 
You can't. It is on top sometimes.

It's a bug that affects Win ME and Win XP. MS denies it happens.

Many of us have reported this to MS during the Beta Program. They have
chosen to ignore it.

This just infuriates me... this seems like such a simple issue and to ignore it shows how much contempt Microsoft has for the very customers who buy their products

The date tooltip would be a very useful feature, if it weren't for this bug.
