How do I use the clipboard to capture data generated by
a "tracert" command in trouble shooting delay time on
broadband. After it is captured how do I get it into an e-
mail message?

You don't need to use Clipboard - the output from 'tracert' can be re-directed to a text file, using the following from a command prompt:

tracert xxx.xxx.xxx > trace.txt

You can call the .txt file whatever you like. You can then open it in Notepad.

Will's told you how to get the output into a text file via a command line.

You can also right click the title bar of a command prompt window. Choose
Edit> Select All. Right click again and select Edit> Copy. The window
contents are now in your clip board and can be pasted to any program that
accepts text.
