clipboard doesn't load even though it is checked in Add/Remove Programs,

Add/Remove Windows Components. Also, it is not listed in
the help index.

How are you attempting to load the clipboard viewer? The
exe is in the windows\system32 and you can right click and
click create a shortcut and drag and drop this to the
desktop and then when you want the clipboard you can click
your desktop shortcut. Have fun.

Another approach to try: Start>Run... Type clipped.exe in resulting dialog
box.

Why doesn't it appear in the Start | Programs | Accessories like it
used to in W98?

Clicking on create shortcut didn't work for me.

Did you find the clipbrd.exe file in the Windows\system32 folder? If you
clicked on "create shortcut," look for a new file in the system32 folder
named: "shortcut to clpbrd." Drag it to the desktop.

If unable to find that shortcut, go back to the clipbrd.exe file. Right
click on it and select Send To> Desktop [as a shortcut].
