Clients disconnect frequently

Windows 98 clients get dropped or disconected at least 4 -
5 times an hour even while typing in software in terminal
services. the VPN tunnel stays up and the user can
reconnect imeadiatly. this happens even while activly
using TS so it doesnt seem to be a time out setting. We
have tried DSl and cable providers and it hasnt helped.

Help, customer getting upset.
