We switched from 2000 to 2003 Server and I did not realize
that we needed to buy new CAL's for TS access until last
week. Now my users are starting to lose access as
their "temp" liceness are expiring. I purchased and
installed new "per user" licenses." All are still
available according to the license server. Is there
something special I need to do to allow those licenses to
be accessible to my users? Also, I have other CAL's that
are per device and they are all in use. Is there a way to
get them back as some users have taken two or more
licenses as they used different computers.

Is the Terminal Server (not the Licensing Server!) set to use "Per
User" licensing? The default is "Per Device"!
You can check this from Administrative Tools - Terminal Services
Configuration - Server Settings
If it's set to Per Device mode, it will look for a Device TS CAL
and will not issue your Per User TS CALs.

There is not much you can do about your Device TS CALs.
Device TS CALs are *meant* to be issued to any device that is used
to make a connection. You cannot expect them to behave like Per
User TS CALs.

Something else that might be good to know:
Per User TS CALs were build-in to the OS in a very late stage.
The 2003 TS Licensing server cannot handle them correctly, so
currently Per User CALs are unmanaged.
This means that when a TS server is set to accept Per User CALs it
will look to the license server to make sure that one is available
but it will not be decremented from the database.
It is your responsibility to have a valid Per User CAL for every
user that uses the terminal server.
 
The server is per device. I was told by the company that
sold the licenses to me that I could add a mix of per user
and per device to my box. Apparently this is incorrect
and now I have a bunch of licenses that my users can not
access. What do I do?
 
No problem with a mixture of TS CALs. Check:

Just switch modes and the TS should start issueing all TS CALs that
are installed on the LS to your clients.
