client could not connect

Mr Major Thorburn

Using latest client running on windows 2000 SP 4 I am able
to connect via VPN to one terminal server within our
company but am unable to connect to others.
The one I can connect to is a domain controller. One that
fails is also a DC and the other a member server.
I can ping both. I can map a drive to a share on the DC
but not on the member server.
Looking at the event logs on the failing servers the DC
has an entry stating that it cannot issue a license.
The Terminal Services license server is running on that DC
and has unlimited licenses. The member server has nothing
to indicate a problem. I can connect to those servers
internally via the LAN.
Any ideas?

First of all, are you running terminal services in
application mode? If you are, then you are going to need
licenses, which means you are going to need to install and
activate a terminal services licensing server on your DC.
Once you have done all that, you are going to need to
install TSCALs onto the TS licensing server.

Yes we are running in application server mode.
We have a license server running and it states it is
activated.
I just noticed that there is an event in the event log
telling me to install a license pack.
We have been using terminal server in this mode without
any problems for the past 10 months.
The activation process is set to use Microsoft Open
License.
I am guesssing that that would have given us a license
pack as well.
I know our open license lapsed on 31st July 2003.
Would that have taken this long to start failing?

Additional question.
As all the client systems are running 2000 or XP they are
all licensed anyway arn't they?
If so then what is stopping the LS from issuing a license?
Should I reinstall?

Well, even if your client system is running XP Pro or 2000
Pro, you still need the activated terminal services
licencing server running on your network somewhere.

The license server might not be able to give the client a
license due to incorrect permissions on the MSLicensing
key. Or...there may be other problems witht that registry
key. You might want to try deleting it from the client to
see what is going on. It does seem odd that your XP and
2000 machines aren't accessing the server right. I wonder
if that server is having problems finding the license
server on your network. Maybe this link will help you:

By default, terminal services licensing server will run
without problems for 90 days without installed TSCALs. If
sounds like your open licensing expired, then the license
server was just on the grace period, and not you are done
with it.

I have confirmed that the PC device itself (a laptop) is
working OK.
I was connecting to the site via an ADSL line through a
router/firewall. If I connect the laptop direct to the
internal network it works OK.
Connected via the ADSL router/firewall it doesnt connect
to TS and there is an event entry on the TS stating that
it was not able to issue a license.
There is nothing in the ADSL/firewall log at that time.
It is almost as if the TS is not recognising the remote
connected laptop as a 2000 client.
Are there any logs generated by TS or any debug settings I
can use?

The good news is that I've seen this problem before. If I
were you, I would try reducing the mtu size on your
terminal server's network card. Some other people have
reported on the newsgroup that certain clients connected
to certain ISP and network providers can't get a license,
even though everyone else can.

Your MTU is set for 1500, most likely, so I would slowly
reduce it little by little until the client successfully
can get a license.

That did the trick.

I set the EnablePMTUBHDetect and have connected in to the
TS server.
