Clicking and Refresh Loop when a site is unavailable?

I am running Windows XP with all the latest service packs and updates.
Recently my browser started making a fast clicking noise and looks like it's
retrying the site over and over. This is only a problem when it is unable
to resolve the site name. If i press the stop button on the toolbar it
quits.

It also stops if i click in the address bar. It then displays
http://apps.webservicehost.com/apps/epa/epa?cid=nave9882&s=www.NoSiteYYFound.com
in the bar where www.NoSiteYYFound.com is replaced with whatever site i am
attempting to go to.

What is this and how do I disable it?
 
I tried resetting all of hte IE settings with no luck. Then i looked thru
my list of installed apps and found one called NAV Helper. I removed it and
it corrected the problem. Apparently it was a spyware browser redirect
app.
