Clickable scroll wheels on mice

Does anyone know of a mouse that allows you to click on the area around
the scroll wheel rather than clicking the scroll wheel itself? Like
for example:

The gray area around the scroll wheel, is that clickable as a middle
button click, on any mice?

the mouse I have you can press down on the scroll wheel and then drag the
mouse to slide a whole page around on the screen

I just click on the title bar of any window, hold down the

mouse button and drag the window anywhere I like. Just about any mouse will do that.
