I have been asked recently to click on certain documents (e-mails, web pages)
to activate a control.

Is there a setting in IE that can allow these controls to be used
automatically?

Allowing anyone and everyone to automatically put things on your computer
(activex control) is a sure way to have your computer compromised or
infected.

No. Start reading:

Long story short: Due to a change in IE behavior introduced in a recent
Internet Explorer update, itself the result of MS settling a lawsuit of
longstanding, users will have to "Click here to use this control" from now
on when encountering ActiveX Controls on webpages.
