cleanmgr.exe resource hog CPU=99%

Can anyone suggest why my computer cpu should suddenly be providing
cleanmgr.exe 99% of the resources? The HD is not running, so I don't
know what cleanmgr is doing, nor how to stop it, short of removing it from
the Windows Task Manager.
