Clean reinstall of Windows XP home edition

Does somebody know the best method to use
to do a clean reinstall of windows xp home edition,
to be sure everything is completely deleted? Thank you,

Simply boot from the WinXP installation CD. You'll be offered the
opportunity to delete, create, and format partitions as part of the
installation process. (You may need to re-arrange the order of boot
devices in the PC's BIOS to boot from the CD.)

I am trying to reinstall XP home edition however F8 doesn't work when I try
to agree with the legal statement at the second or third step. ESC is the
only button that seems to do anything. Suggestions?

Are you using a USB keyboard? If so, is "USB Legacy Support" enabled
in the BIOS? Or, have you tried a different keyboard?
