clean manager stops working

I have WinXP Home Edition and have been cleaning it up every day for a year
with Cleaning Manager and suddenly it doesn't respond. My PC knowledge is
limited, but I was able to check the properties of the desktop icon and it
led me to c\:WINDOWS\system32\cleaning.exe. From there I reach a dead end; I
tried to open the exe file and it channeled me to a web site to activate it,
and what came up seemed to have nothing to do with that file. I searched on
Knowledge Base but couldn't find anything relevant. What could have gone
wrong? (I don't mind cleaning up manually but I can't find the file that
does so with temporary internet files; the one on my hard drive doesn't
reveal that type of information.)
Sorry for not supplying more technical data - I really don't understand waht
would be useful.

That's a very precise fixit! The problem is that I can't get by Step 2 of 8
on the Knowledge Base article. Step 2 says, "In the Temp folder, on the Edit
menu, click Select All, press the Delete key and click Yes to confirm that
you want to send all the items to the Recycle Bin."

When I press Delete I get a warning that file [wave mark]DF66FB cannot be
deleted. It is not open and everything else is shut down so I can't proceed.
 
Try selecting all files except that one. Then proceed with the rest of
the directions.
