Hardware spec looks ok
Is anything using a lot of cpu , check in task manager by
ctrl-alt-del
or right click the task bar at the bottom of the screen and select task
manager.
Select process tab
List any processes using a lot of cpu.
While you;re in task manager go to the performance tab,
How much available memory is showing ?
What are the commit charge peak and commit charge limit ?
Do you have antivirus software and a firewall intstalled ?
If not, then run symantecs free scan, and see if it identifies any viruses

You may have malware or adware which also can slow down the system

And spybot

Also check the sysem event log for any hardware related errors and timeouts.

Click system in left pane.
Study the list in the right pane, paritcularly any flagged with a white
cross on a red circular background
