How do I set up Windows XP Home Edition so that I get what
is referred to as the "Classic View"?

You use the help and support centre. Had you actually bothered to use it
instead of expecting someone to use it for you, you'd have found your
answer. I suggest you do so now.

Hi

Right click the Start Button, select Properties and then 'Classic Start menu'.

Open any folder, go to Tools>Folder options...>General tab, and at the top
of the dialog box (Tasks section), mark "Use Windows Classic folders"
instead of "Show common tasks...".

Greetings --

1) Right-click the Task Bar > Properties > Start Menu, ensure
"Classic Start menu" is selected.

2) Right-click an empty spot on the Desktop > Properties > Themes >
select "Windows Classic."

3) Right-click My Computer > Properties > Performance > Settings >
Visual Effects, ensure "Adjust for best performance" is selected.
