ClassFactory cannot supply requested class

I get this message when I am in the control panel.
SPecifically, when I have selected User Accounts, and
then proceed to click on buttons located on the left
navigation bar under "learn more" Also, when I went to
change how users log on, it displays the same message,
and when I check or uncheck the options they are not
saved. Please help me resolve this issue.
