calamity opening xls file

Windows XP SP2
Internet Explorer 6 SP2
Microsoft Outlook 2003
Microsoft Excel 2003

Users receive an email, on a weekly basis, the email is in HTML format and contains links to download equity information from our website(sorry for the jargon)…all of the links work, except one…
All point to the same path
www.website.com/pathtofiles/file.xls
However, when I click on this particular .xls link, Internet Explorer 6(sp2) notifies me of a security issue. (File Download - Security Warning)

I understand the reason for the security warning, but, not for a XLS file, and the others didn’t do this…Internet Explorer asked me to either [open][save][cancel] the download.
Thing that’s caught my attention is on the “File Download – Security Warning” Notification window is the name of the file:
Name: forecast_equities_xls
Does this usually happen with this Security Warning (changing the .ext to _ext?)
But, whats even more annoying is that when IE opens, the status bar reads
“Start downloading from site: [url="http://www.website.com/pathtofiles/file.xls”"]http://www.website.com/pathtofiles/file.xlshttp://www.website.com/pathtofiles/file.xls”http://www.website.com/pathtofiles/file.xls””[/url]
Where’s the Security Warning getting _xls from?
If I click save, the files saves, no problem…however, if I select open – all hell breaks loose and IE complains it cannot find the file…see link for screenie.

Then click ok on this window, and the following message appears

Once this is ok’d…a File Download message then appears asking me to open or save…both work fine.
WTF is going on 8(
